PPWR as of August 12, 2026: What Changes for Packaging Printers in Ticino
On August 12, 2026, the European PPWR Regulation (EU 2025/40) on packaging and packaging waste will come into effect. It is not a directive but a regulation that applies directly without a grace period, even if the packaging was printed earlier.
For Ticino-based SMEs exporting to Italy, Germany, France, or the Nordic countries, this means your packaging must comply with the new rules, tailored to the destination market.

Four key changes
Less empty space in the box.
For e-commerce, the empty space inside the package cannot exceed 40% of the volume. So no oversized boxes filled with unnecessary material.
Packaging designed for recycling.
Starting in 2026, all packaging must be designed to be truly recyclable, with recyclability classes ranging from A to E. Classes D and E will be banned.
Restricted hazardous substances.
The regulation reduces the use of SVHCs and PFAS, with specific limits and bans on traditional materials containing fluorinated barriers.
Harmonized labels.
All packaging sold in the EU must have standard labels for recycling, no longer just different national labels.
The Situation in Switzerland
The PPWR does not apply directly in Switzerland, but those who export to the EU must comply with it. The Swiss government is updating its regulations, with alignment expected by 2028.
